What We Are Looking For: The Planning Department at Blueline is looking for a Principal Land Use Planner leader to help grow and develop our Planning Department to the highest standards. The most successful candidate will have proven success in comprehensive planning, code development, plan review, and long-range planning for municipalities as well as an understanding of capital improvement projects.


Job Duties:

  • Function as a program leader and project manager over individual projects and general planning programs.
  • Develop Submittals of Qualifications and Cost Proposals in response to public solicitations.
  • Prepare, negotiate, and finalize scope and fee contract proposals, project schedules, and ASAs.
  • Prepare monthly invoicing and track billing metrics.
  • Understanding of workflow, tasks, and processes to effectively schedule and plan for program and project milestones, in addition to tracking and reporting performance measures. 
  • Provides strategic planning expertise, developing ideas and carrying out work programs that advance client initiatives; leads in steering long-term and generally large-scale projects, ensuring compliance with local, regional, state, and federal laws. 
  • Assists department management in budget development and allocation of resources for the biennial budget process; assists in formulating of department goals and work programs. 
  • Establish and maintain effective working relationships with a broad range of internal and external customers, elected officials, representatives of other governmental agencies, and the public.
  • Act as a company ambassador and recognize opportunities to market planning services. 
  • Attend and present developed work product to city staff, planning commissions, and council members. Includes night meetings.
  • Guide junior-level staff or direct work-team activities to achieve desired vision and outcomes.


Qualifications You Will Need:

  • Expert knowledge of principles, practices, techniques, and legal aspects of urban design, urban planning, community development, park planning environmental management, or transportation planning.
  • Concepts and practices necessary for researching and analyzing complex issues, evaluating alternatives, and presenting the information. 
  • Applicable plans, policies, laws, and regulations applicable to professional assignments, for example, the Growth Management Act and the State Environment Policy Act. 
  • Expert knowledge in current land use planning and strong knowledge of comprehensive planning required.


Education:

  • Bachelor's degree in urban planning, urban design, and development, architecture, landscape architecture, geography, environmental science, natural resources management, transportation planning, public policy, engineering, or related discipline.
  • Master's degree preferred 
  • AICP preferred
